Dubai: His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, in his capacity as Ruler of Dubai, issued Law No 10 of 2016 that partially amends Law No 13 of 2009 on the establishment of Hamdan Bin Mohammad Smart University (HBMSU).

The new law amends an article in the old law regarding the roles and responsibilities of the University’s Board of Trustees to include supervision of the university’s administration, approving general policies, submitting these policies to the university’s President for approval and approving the university’s strategic and operational plans.

Pursuant to the new law, the responsibilities of the Board of Trustees also include reviewing the university’s organisational structure and submitting it to the Executive Council for approval, approving the university’s work procedures, including financial and administrative regulations. The board may also approve the regulations related to the faculty’s employment and student affairs, and review the university’s annual budget and financial statement and submit them to the concerned authorities for approval.

The board is also authorised to approve the terms and conditions governing graduation in line with the requirements set forth by the concerned government authorities; evaluate and approve the university’s annual activities; report, establish, merge and dissolve faculty; approve tuition fees; and appoint financial auditors.

The new law is valid from the date of issuance and will be published in the official gazette.
